COMMERCIAL SATELLITE TERMINAL PROGRAM (CSTP)
The Commercial Satellite Terminal Program (CSTP) provides requirements support for the entire Program Executive Office Command, Control, Communications, and Network (PEO C3N) portfolio, including all types of tactical C3 systems, equipment and services. It works jointly with other Department of Defense organizations and federal government agencies. In response to rapidly changing Warfighting communication needs, CSTP supports global requirements to rapidly acquire a wide range of tactical C3T systems hardware, software and worldwide logistics services, including shipping, system-related support services, new development, production/deployment sustainment, test and support facilities.

WHO WE ARE

 
CSTP provides acquisition, engineering and logistical support for satellite communication (SATCOM) network requirements on a reimbursable basis, depending on the level of effort provided.
CSTP charges its reimbursable customers all direct costs, such as government and contract labor, equipment, and supplies. Customers also pay a portion of CSTP’s indirect costs, which include the costs of maintaining, operating, upgrading, and modernizing CSTP activities.

CONTRACTS

GTACS I

GTACS I is a five-year, $10 billion, multiple award Indefinite Delivery Indefinite Quantity contract vehicle. New task and delivery orders for hardware and services may be awarded until 30 OCT 2019 and options may be exercised until 29 OCT 2022.

GTACS II

GTACS II will be a ten-year, $6 billion, multiple award Indefinite Delivery Indefinite Quantity contract vehicle. This vehicle will provide new task and delivery orders for hardware and services.

Terminal Certification Sponsorship

As the government continues to increase its use of military SATCOM, PM Tactical Network is willing to sponsor any terminal, at no cost to the government, to maintain impartiality.

SPONSORSHIP

 
To promote competition and provide the Warfighter the best solutions on the market, industry competition is paramount. In order to keep competition between vendors competitive, PM Tactical Network is willing to sponsor any terminal, at no cost to the government, to maintain impartiality.
 
As the government sponsor, PM Tactical Network will: (1) Review documentation before submittal to Army Space and Missile Defense Command (ARSTRAT), (2) Assist in the process, as appropriate, (3) Participate in meetings or teleconferences, as appropriate, (4) Receive and respond to emails, (5) Assist vendor with obtaining a type designator from Joint Electronics Type Designation Automated System (JETDAS), (6) Facilitate payment of expense associated with the terminal certification effort, and (7) Coordinate with both CSTP and SATCOM Technical Management Division..
